This one is real easy to explain. Simply hit the Sub City and win 10 times and it is yours! Although there is one technology found in the Subordinate City tech tree that will increase the number of hits it takes; it is often neglected and not something you will run into often. Even when you do, often your troops will do enough damage to the walls to negate the effect.
